Japanese Politics: Political Reform, Institutional Changes, and Paradigm Shift
○講義概要
It is often considered that the speed of reforms in Japan is quite slow. Yet, Japan has experienced a wide variety of reforms over the course of the last decade: political reform (electoral system, policy-making processes) as well as institutional changes (administrative reform, deregulation, legal system changes, etc). The course focuses on reform processes, exploring interactions among political institutions, policy legacies, and various actors. By comparing politics and policies under the 1955 regime and thereafter, we shall identify which factors undergo what kind of political dynamisms in producing reform outcomes. Moreover, the course discusses the extent to which past reforms can be characterized as paradigm shift rather than mere policy adjustments.
