制度改革の政治：日本政治を中心に

○講義概要

日本は変革のスピードが遅いと批判されることが多いが、実際には1990年代以降は様々な分野で制度改革が進行した。本セミナーでは現代日本政治における制度改革に焦点を当て、政治制度、政策遺産、アクターがどのように相互に関係し、制度改革が生じるのかについて多角的に分析する。1955年体制下の政治とそれ以降の政治を比較することにより、どの要因（政治制度、政党競争、国家・社会関係、社会経済構造の変化など）がどのようなダイナミズムを経て制度改革をもたらすのか、また生じた制度改革が政治や政策形成に対してどのような影響を与えるのかについて示唆を得ることになる。本セミナーは対象を日本に限定しているが、理論的関心は制度改革にある。どのような要因やプロセスにより制度（政策）が変化するのかについて日本政治の素材に分析することにより、理論と実証のバランスの取れた研究のあり方についても議論してゆく。
