Course description
This course will attempt to give students a range of contemporary issues pertaining to the conflicts and security. In the end students will be expected to demonstrate familiarity with a variety of approaches and concepts. While not comprehensive, the course is broad enough to allow students to explore a range of conceptual and practical issues through case studies, readings, classroom debates, and lectures. The course, however, does not deal directly with “classical” issues in security studies (such as causes of war, strategy, deterrence, arms control or alliance theory).  Instead, the course deals with contemporary themes and issues such as communal conflicts, the political economy of conflicts, UN peacekeeping and peace building, state collapse and reconstruction, and societal and human security. Overall, the course adopts a practical approach to security studies, and examines, through the case studies, the interventions of the international community to prevent such conflicts, keep and build peace. Through this students are expected to develop knowledge and analytical skills in contemporary issues concerning the subject matter.

Students are recommended to present readings and/or case studies during the class that are relevant to the theme of the course.  Lecturer will be able to provide guidance as to the choice of the case studies and presentation for class discussion. Please note that the course is participatory in method and deductive in its approach.

Course Requirements
Full participation is expected of students in the seminar. This includes reading all the required readings as well as being prepared to discuss them critically. Final grades will in part be determined by (1) the level and quality of class participation, (2) presentations of the readings in the seminar and (3) the 3-page draft term paper and (4) the final term paper (20 pages). The main assignment in the course is the final term paper. This must be an empirically grounded, theoretically informed, exploration of a particular theme relevant to this course. Case studies that examine a particular theme in the context of a recent or current case are particularly welcome.

Each class will begin with a presentation of the assigned readings by a student followed by discussion. Every student is also required to submit a 3-page draft term paper for submission by 16 June and the final paper by 27 July.

The course content and requirements may be altered depending on the needs of the students. The course has relevance to other courses on development and political economy as well as regional studies in global and development studies.

Note: Lecturer has spent 33 years with UN in various capacities and worked in post conflict countries in Arica, Europe and Asia.

自由記述/Free Text :There is no textbook for this course.  All the reading materials are in the main library, on Loyola, and/or distributed in the class. Some video clips on UN Peace Keeping Operations (PKO) will also be shown and discussed.

1.The first class is rescheduled for Tuesday, 17 April at 13:30-16:45. This means that students have to complete the following readings prior to the first class:
(i) 'Building States to Build Peace', Charles T. Call with Vanesa Wyeth, Lynne Rienner Publishers, 2008: Chapter one, ‘Ending Wars, Building States’
(ii) 'Building States to Build Peace', Charles T. Call with Vanesa Wyeth, Lynne Rienner Publishers, 2008; Chapter two, 'The Politics of Security in Postconflict Statebuilding' by Barnet R. Rubin
(iii) 'Wars, Guns, and Votes', Paul Collier, HarperCollins Publishers, 2009: Chapter one of Part One, ‘Democracy in Dangerous Places’
(iv) 'Contemporary Security Studies', Alan Collins, Oxford University Press, 2010: Introduction, 'What is Security Studies?'

Students will be able to download all the above readings in Loyola. Video clips will also be shown during this introductory first class.

3.The required readings for the second and third classes will be placed in Loyola by 18th April. Other required reading will continue to be displayed in Loyola one week before the class unless otherwise they will be distributed during the class.
