Once an environmental practitioner told me, “I don’t think there is much research (i.e. careful study of things) can do to help solve world’s environmental problems. All we need is to act.” For some environmental problems, this statement may seem applicable – problems don’t wait for us and deteriorate while we sit and study. However, we need to keep in mind a few facts – despite the large-scale environmental movement over the last three decades and substantial advances in environmental technologies, our society has not been able to effectively cut carbon emissions, stop deforestation, and slow down resource depletion; and industry stakeholders have prevented any effective policies to tackle carbon emissions over years. Environmental economists have proved over time that incentives matter in crafting and guiding actions. Policies and programs not guided by economic principles often do not perform well. Environmental economics is a branch of modern economics that studies economic behaviors of agents that have environmental consequences, and by doing so, attempts to help guide future environmental and resource policies. This course is designed to acquaint students with an intermediate level of knowledge of such field. The objectives of the course are for you to: • Establish an understanding of economic principles that guide us in the study of environmental and resource problems. For example, we learn why environmental and resource issues occur? why does “economics” have anything to do with these issues?; • Learn how different policy instruments, such as emissions taxes, green subsidies, and cap-and-trade programs, work differently under different situations. For example, which policy instrument works the best in stimulating technology innovations in what conditions?; • Learn key topics, tools, and models of interest to environmental practitioners; and most importantly, • Learn to apply these tools and models to topics of your own interest. In this course, you will learn both the economics of pollution control and of natural resource management. However, as natural resource economics involves dynamic models of resource management, our discussions are limited to only basics. The course is roughly divided into five parts – you will learn in sequence (1) fundamentals of environmental economics (externalities, public goods, optimal pollution control, policy instruments), (2) methods to value environmental damages (travel costs, hedonic, and contingent valuation methods) and cost-benefit analysis, (3) economic analysis of environmental policies when there is imperfect information or endogenous technological innovations, (4) economics of natural resource (renewable resources, non-renewable resources, and sustainability), and lastly (5) more advanced or ad hoc topics such as economics of climate change, trade and environment, voluntary regulation/ecolabeling. |
