/Course description
What should the government do – when, how and why? Why should the government maintain fiscal balance, and how should it do so? Why should the government intervene in certain areas, but not in others? How should the government impose taxes? If the government is to raise taxes, is there an optimal way of doing it? Or more frankly, what should (or shouldn’t) we, as responsible and rational citizens, expect from the government? Public economics attempts to answer these questions from economists’ point of view, focusing primarily on microeconomic (rather than macroeconomics) aspects.
The Japanese society is experiencing a variety of social and economic problems, ranging from a rising poverty rate (“貧困問題”), rising social security costs (“社会保障費の増大”), declining educational achievements (“教育問題”), budget deficits (“財政赤字”), climate change (“地球温暖化”), and declining economy and innovations (“経済の閉塞感”). Public economics can give us “analytical frameworks” to think about these important problems.
In this course, we not only learn the theoretical and empirical tools of public finance and the theories of public expenditures and taxation, but also apply them into thinking about some of these real-world problems in Japan. We shall, however, focus on learning economic ways of evaluating public policies and programs for these problems rather than trying to come up with “panaceas” to them – for the latter, we would need a graduate-level course to be devoted entirely to each topic (at the very least).
