A Global Facilitator: What Japan Can and Should DoAt the end of 2014, there were approximately 60 million refugees and internally displaced persons worldwide due to military conflicts. Over one million more refugees poured into Europe during 2015 alone, worsening the crisis afflicting the EU. Clearly, the task of resolving the refugee crisis and military conflicts is given to the UN. What challenges face them? And what role is Japan expected to play? We sat down with Kenzo Oshima, former UN Under-Secretary-General for Humanitarian Affairs and former Permanent Representative of Japan to the UN, and Daisaku Higashi, an associate professor in Sophia University’s Center for Global Discovery and for-mer team leader for reconciliation and reintegration in the UN Assistance Mission in Afghanistan.
